Why are we launching this sport again? I'm not against (on the contrary) but our home conference doesn't have a league, and neither does AAC or Big Ten. So not sure what the play is here.

Did someone mention a while back that some ACC schools did?

I think so. Think it was with the WLAX that the ACC has too

I believe it may have been related to funding. IIRC with the increase of funding going toward football, we had to balance it elsewhere, hence launching the WLAX program (that will also use the OCS) and the beach volleyball program, both of which put us in line with the ACC and potential colleagues there.

Brad mentioned Title IX, which is right, but why we picked this one .....

I think it is a relatively low cost sport to field. We were close to starting Rowing, and it is very expensive. I know we looked at bowling years ago, but that never got much traction. 

Working hard to not cut men's sports is very admirable.

When it comes to all of the above, plus the overall emergence of this sport and our locale, starting a program at USF seems kinda like a no-brainer to me.
