If he was reinstated at USF then I would not worry about an OCS for now as we know he can win at USF

Hire Leavitt now. Demote CJS to where he last "succeeded"  co-oc. Tell CJS he can keep his salary or he could be a man and donate half of it to the OCS fund per year. He would still be making 1.25 million per year. If he doesn't like it find some loophole that we can fire him and not pay him anything other than this seasons salary.

Or, hire Leavitt as DEFENSIVE coordinator. It's obvious the one we have now has lost it.

"There is no inherent fear among this group of players. The fear of failing drove the program from day one - the fear of failing the coaches, the fan base, the university, each teammate, themselves. Now, as we head into the biggest game in our history at home on a national stage against the highest ranked team to step on OUR field, the players are taking an introspective look at themselves. Unfortunately, I don't know if they get it. They lack the fear."
