Keep in mind the B12 was being governed by Texas, and to a less extent Oklahoma.  Texas always wanted to keep the B12 small so they could get more dollars.  The others were afraid to buck Texas, who was the cash cow.  Now that the cash cows are gone, B12 needs to look at other ways to increase value.

Any conversations they have with anyone in USF administration is and if there arent some serious decks and analysis going back and forth their isn’t really an idea

It will take me a while to understand why Texas and Oklahoma left their big fish in fairly big pond lifestyle to go be a medium fish is a bigger pond. 

Shoot, Oklahoma had a straight unhindered path to the playoffs for years now. In the future they won't see it for a long time.

Sure, but those conversations would have to be documented.  If there aren't emails or documents with USF admin in an official capacity, you aren't getting them.

How do you suppose they are getting those decks and discussions to the right people? Having focus meetings that are communicated by courier pigeons and only held in person with hard copies?

Ultimately, they care more about money and university prestige than actual on field accomplishments.  Part of the big lure of the B12 for Texas was being able to have their own Longhorn network.  That network pretty much fizzed out.  So they can go to the SEC and get more money than their combined revenue streams now.

Good luck with that quest.  The Foundation does all the work.  They invite a USF admin over for dinner and say "hey, you might want to see this."  There aren't meetings on record in the USF administration offices, if they have half a brain.

I think we already know the answer to that question, and the cadence of the announcement followed by the reactions since definitely show that it’s more of an off the cuff flyer than anything that was seriously in the works.

If you think those were off the cuff comments, you have no idea how corporate America works.  Will Weatherford is an experienced politician and businessman.  There is no way those were off the cuff comments.  He stated later that more info will be coming, meaning someone is working hard on this.
