I really like the 4pm kickoff.  For me, can watch game day, first half of noon games and be home by 8 to watch prime time games.

I would think a rivalry like that would continue as a non-conference series. 
 

I would think UConn would ask for a 2 for 1, with 2 games in Hartford, then the third game at Camping World Stadium to allow more of their fans to attend instead of playing on the UCF campus.

according to the USF website, the time has been set for a 4pm EST kickoff.

Had not seen anyone else mention it.

That will be a sunny and hot day, I bet. Hydrate gents!
