Because there is no such thing as an intentional foul. The terminology was scrapped a few years back for just that reason. Intent, or lack thereof, is irrelevant to the act of fouling, and always was.

There are now two categories of Flagrant Fouls instead.

Call it what you want.   Tackling a guy away from the ball during an inbounds play should = 2 shots and the ball.
