There was more to it than just the design (site prep, or something).  If not answered later in this thread I'll find the paragraph.

There was some indian burial ground/JG/CJL curse ritual lifting expenses somewhere in there. Might actually be the bulk of it.

Last thing Seminole tribe needs is money ... although it may take a human sacrifice to lift the curse and the extra funds could be going to pay off a family.
