The decision came during a vote at Tuesday’s board of trustees meeting.

$2 million dollar penalty per home game penalty if not open for '26 season.  $12 million in penalties seems really low if the stadium opens a year late.  This encourages the contractor to do a benefit/analysis on the futre purchase of materials.  It should be higher.

Agreed. That's weak sauce. This wouldn't even put a dent in their profit margin.

Do you have a lot of experience in construction contracts with specific monetary penalties for being late? If so, can you share what is more 'normal'?

I am not a contractor or a construction finance guy so I have no idea. Just a casual observer making comments. Probably stirring the pot, but it just sounds like a small amount.

For a $200 mil stadium, the "profit" made by the firm that is subcontracting out all of the work cannot possibly be that high.  All the people they hire need to make a profit also, stadiums ain't cheap to build.  And $2mil is $2mil.  No one wants to pay that.
