Could you see USF doing this?

So I was listening to the Split Zone Duo podcast (good listen for CFB insider info ) and heard about a last minute move by UVA admin to approve divesting endowment funds ($10.3 mil) to kickstart a facilities project. The belief is that this approval was done to get Tony Elliot (CJS’ other half back up north) convinced to become HC. Considering the perceived fever pitch of demand for an OCS, could anyone see this being a possibility? Or even to just finish funding the new facilities and move on to OCS fundraising? Do you think it should be considered if an institution like UVA was willing to?
