I think its just a helmet. UCF designs in house and pays up front for their "spaceU" uniforms. USF being USF, we too cheap for full throwback uniforms.

Coach Malzahn actually paid for the space uniforms this year.

My kids, born in '98 and 2000 and raised properly in Bulls Country, saw that picture first and said it looks "tough".  They like it.
