Bealls is headquartered in Bradenton where Tropicana had their HQ before bought by Pepsi and moved to Chicago.

Thanks, here's further clarification, from the same article.

The Clearwater-based company retained control over restaurants in the Tampa Bay Area, Chicago metropolitan area, and one in Manhattan, New York,[7] while all other locations were under the aegis of Hooters of America, which sold franchising rights to the rest of the United States and international locations.

Which brings up the question, who would determine naming rights?  My guess is Hooters of America.
