Yes, because the common practice is to stay even after graduating. The vast majority of redshirts will graduate before their senior year when you factor in the 4 years (redshirt year and three playing seasons) plus summer school and 99% of them won't go to another program for their last year of playing eligibility.

I see your point, but I'd think it is not nearly a vast majority of redshirts that graduate before their senior year.  In order to graduate, they need 30 credits per year.  That isn't a given in today's world, especially since they most are probably going with a minimum 12 credits during the fall when football is going on.  Football season is over in the fall, so for a football player they only have four years exactly.  That senior year is one extra semester to get through graduation.  I'd bet the majority of redshirts get their degree that final semester.
