What is that call for the no basket? I've never seen that before.

When the ball is "in the cylinder" - basically, if the ball is totally inside the rim at all - you aren't allowed to touch it.

No, if the ball is on the rim, half in half out and falling out, it wouldn't be illegal to touch it. The entire ball still has to be inside the rim.
