Does it matter?

Absolutely, if your ultimate goal is to leave for a stronger conference.

Which isn't happening in the near future.

I think we all want to know: Is USF trying to be the flag-bearer of the Big East or are they looking to bolt just like everyone else?

It's a pretty good assumption that everyone in the conference is looking to bolt.  Some just have to take the stand of flag bearer because of lack of viable options.

TV contract is around the corner. Short term they must come to an agreement on increasing the exit fees. Hopefully that will be enough to secure the other teams. The League will probably be able to increase the exit fees to the 15-20 million dollar range once the TV contract is in place. The 6 new teams will definitely vote in favor of it.

The new TV contract is pivotal.  With the new contract sure to bring $11+ million even for a watered down Big East, there's really no reason the teams would vote down increasing the fee to $10 million especially if they lower the 27-month requirement.

15 million exit fee is still too light

WHEN DOES IT GO INTO EFFECT?

I would vote NO until UCiF loses interest, then vote YES.  Makes their decision tougher and may save us from needless debts down the road.  The current economy has forced many to maintain a defensive, wait-and-see posture on money matters.  I think USF should do the same.  Only lunatics would bet the farm on the future of the Big East in its present configuration.  GB!
