I was told by my ticket rep that 4 and up need a ticket. Granted my son is only 5 months old, but I was worried about it, because the NFL makes everyone have a ticket and being our games are in RAY JAY, I thought it might be stadium rules.

Just wanted to end all this. Straight from the Ray Jay site. 3 and under are free.

So just where does a three-year-old sit?  On your lap?  That seems a little big for your lap for 3.5 hours!

if you can get a three year old to sit for ten minutes, that would be a miracle

We were very lucky.  Our kids were two and three back in 2000.  For the next two or three years there were so many empty seats in the stadium they could literally run back and forth in almost entirely empty sections and most times got to work their way to the wall with us very easily keeping an eye on them.  Now we buy extra season tickets for them each to bring a friend and don't see them until they come back for money to buy something!

Oh wait, I see what's going on, you must sit on the west side
