Can Lou Holtz call recruits on USF's behalf?  Can he do that unofficially, as long as he isn't a booster?

You would have to think that it would certainly be persuasive, if he could/does.

No he could not.

Could Lou Holtz just happen to be at the athletic facility as a bigtime recruit and say hello?  Yes.

Althogh most of these players are too young to know Lou as anything more than a TV analyst.

we could get into serious trouble if people were being contacted by lou holtz.  just think, it's similar to any alumni talking with recruits.  this is strictly watched.

Or we could do like TN and USC and make dad a token coach recruiter like Monte.

I think monte is a lot more than a token as a coach on those staffs.
