6'2"..... 296!!!!  I assume it's a typo.

That's a typo on Mitchell. He reportedly measured 6' 2 7/8" and weighed in at 215 pounds.

why is there such a difference in measurements with USF and the NFL......they must use different rulers or the guys wear their cleats when they get measured here ;)

There's no difference in measuring.  When measurables are reported in a media guide it is to make a player look the best he can.  Call it an intimidation factor or a way to sell more tickets or whatever.  There can be lots of room for fudging. 

At the combine they are looking for minute detail as there are literally millions of dollars at stake for the teams and for each individual.

Maybe so, but It's still two very good consistent times for a tall WR. He had to wait in the starting blocks during his first attempt because there was a screw up in the timing mechanism and that may have slightly effected his performance. It's nice to see he actually did better on his second attempt. Most guys did worse the second time around:

USF's Mitchell runs 40 in unofficial 4.44, 4.42

USF receiver Carlton Mitchell had told the media he wanted to run a sub-.4.4 time in the 40-yard dash, but he can't be too disappointed with his showing Sunday: Unofficially from NFL.com, he ran a 4.44 and 4.42 in two runs through the key measurable for NFL draft prospects.

It's a strong time for a receiver who measured in at 6-foot-3, 215 pounds. He'll have a chance to show off his hands in the next hour as the receivers run through positional drills ...

They have him with the 10th best time at 4.49.
