The facilities, academic support, etc. Would mean nothing to upper echelon recruits.

Where does USF Athletic Revenue come from? Do they get money from the general budget or is all based off of donations, athletic fees, ticket sales... etc

lots of programs with tons of money arent winning

in 15 years before pete carroll got to usc they werent winning and they had a ton of money

that must be the only 15 years that occurred.  You can say the same about notre dame right now, but over the long haul money always matters.

It is really very simple.  In modern collegiate athletics you cannot be consistently good without spending tons of money.  Oh, you may occasionally come through with a few good years or even develop on or two good teams within your overall program but you won't consistently be in the top without cash and lots of it.  Thus, it is very unlikely USF will be a major player on the national scene any time soon.  When you spend the least amount of any 1-A football playing school in the worst BCS it speaks volumes about your chances.  The only head start we get in football is being located in talent-rich Florida.  Otherwise, we would truly suck.  Sure, spending isn't a guarantee of winning but it sure increases your odds.  If you are using USC as an example, over the past 70 years, USC's managed to land in the top 20 about 41 times including being named No. 1 or co- No. 1 seven times and being in the top 10 21 other times.  I would take that kind of return on my money.
