Its not hard to counteract this, all you have to do is either take the penalty from the end of the kick(i know you can do that in pros dont know about college) or just decline the penalty.

Brilliant by the kicking team's coach.  By sending everyone so far down the field before the kick you insure that the other team gets crappy field position.  PSU could have declined the penalty the first time, but would have the ball on their own ten.  

They should make the rule interesting by calling an unsportsmanlike conduct penalty for blatantly creating the penalty twice in a row.  Enforce it from the point of kickoff and put the ball on the kicker's 20.  That would make for an interesting ending.
