I don't think they can decline the penality. I don't believe it is allowed. But, I could be wrong.

They don't have to change it. Any team that wins like that would lose all respect.

That is rediculous.  Wisconsen should have that win stricken from the record.  That was crap.  I dont care if they were winning by thirty.  The second time should have been an unsportsman like conducy penalty.

These new timing rules absolutely blow.  I'm glad coaches are starting to exploit the holes in them... it goes to show how "well" thought out they were.  College football is suffering from the new timing rules.  Any team down by 2 or more scores with less than 7-8 minutes doesn't have much of a chance anymore.

Just like in the NFL, you can either add 5 to the end of your return, or make them re-kick from 5 yards back. They had a good 10 yard head start, so the return wouldnt have been great. Gay as hell, but so are the new rules.

Next year, for the final 2 mins of each half...I can see those clock rules definitely go back to the way it use to be.

What about psu starts at 10 yard line and get 10 yards more for wisc's offside? no repeat.

Sure about that?

It took over 5 mins to play out the last 23 secs of the first half!

Again...I think the clock rules will be changed back to the old way...but only in the last 2 mins of each half.

We've talked about getting back to being the toughest, most violent people out there. Let's be the best version of ourselves and really get back to the culture of how we (USF) used to step across the line and play anybody. Let's hold on to the culture of when they were tough … and they (opponents) knew it was going to be long damn day for themselves.
