The CUSA obligation is a conference requirement, therefore CUSA would have the oversight to put the game together. I doubt USF is going to try to play any other CUSA team other than UCF. There's no real incentive there, even if UCF should win this season. It's not like a loss to UCF this year means we want to schedule Tulsa next to satisfy the requirement.
