USF would not be dropped because all the schools signed a ten year agreement with the conference that they wouldn't leave without surrendering their life blood and everything they own (joking but they would be sued and it would stand up). Second, the Big East cannot add a new member that plays football. The non-football programs already hate having 16 members and have refused the existence of a football only member (actually turning down petitions for one from schools like ECU and UCF). The only likely way a new member would be added is if a spin off occurred thus creating a two team league. The facts as I've been explained is that this will not happen unless the football schools could guarantee immediately viability. This means right now if they spun off they would automatically forfeit their hoops NCAA units, the auto berth to the BCS (it belongs to the Big East but the Big East name actually belongs to the original hoops schools), and the TV contract. The football schools, Presidents that is, could not risk spinning off and renegotiating TV, BCS, and NCAA units to include auto-bids into the NCAA it could and would effectively be a financial killer. The only way a spin off would/could occur is if the football only members had some additional power members waiting in the wings that would give them instant viability in the eyes of the TV networks, the BCS, the NCAA would grant them an exemption on NCAA Tourney Auto-bids, and that the original hoops members would allow the football schools to take all or some of their NCAA units with them (the NCAA would also need to grant this wish). A traditional power would mean a school like PSU, or maybe BC coming back to join the current members.In summary there's no way the BE will add a new member to it's current fold, the hoops programs will not allow them to grow bigger than 16 teams nor do they want the football teams to get a weighted voting strength. Secondly, a spin-off would only occur if revenue and instant viability would be guaranteed to the new conference of football programs which presently would not happen. This is why the BE is currently working on scheduling alliances with ND, and also Army and Navy to help alleviate scheduling issues with only 8 football teams.
