uh, no they're not.  They are moving into a stadium downtown that is owned by the city and they are the primary tenant.

It's not actually an OCS and it doesn't actually belong to the school.  Did you read it?  They're leasing it for 20 years with the right to terminate it in 10 years and the stadium is Downtown not on the campus.  Also...  "UAB's 20-year lease will reserve the stadium for six to eight football games a year and 20 practices during the year. The deal also calls for UAB to have scheduling priority over other events at the facility, and UAB has an option to terminate the lease after 10 years"
