I think they are returned visitor team tickets. Available 90 min before the game if I remember correctly. Available only the day of the game at Raymond James Stadium, Bull Rush Tickets can be purchased based on availability and in limited quantity for $15 starting 90 minutes prior to kickoff at designated ticket windows.
