Jacksonville put this in either for 2013 or 14, i would imagine something with similar options...

The board itself is just a big collection of LED's. Everything else is software...

Here's the initial Architectural drawings of the new scoreboard upgrade from December 2012.

So it sounds like they're not going with the initial design (page 3) and are going for the alternate design on page 4.  There could be a completely new design on the table now too since this is a year old.
