In college, if the punt returner never has possession, it is a muff and not a fumble, and it is down wherever it is recovered if the kicking team gets it. In the NFL, there is no such distinction, and it's a live ball. Had the returner gotten possession then lost it, it would have been a fumble and a live ball. A muff can't be returned. From my angle, it looked like he had it and made a move, which would have been a fumble. I was wrong seeing a replay on TV.
