TC is a private school.

So a kid can go to a private school, so long as he pays his own tuition? I can't see a kid getting a scholarship to play football at a private high school, as it just seems inherently unfair. But then, again, I'm not familiar with high school athletics.

Private schools very much can do that.  I was put on scholarship as early as 6th grade for a private school in central florida where they wanted to get you into the junior high sports as quickly as possible.  I played soccer, basketball and baseball.  Soccer I was a scoring machine, basketball, merely a 6th/7th man, but baseball, I was playing varsity in 8th grade (very limited pt that year), but was full fledged starting in 9th.
