I'm curious what the newest Division I-A (or whatever they call it now) football programs are out of the 117 teams, besides USF. I'm assuming we are the newest, but I'm not sure. Is there a list of teams and years their programs were created somewhere online?

The NCAA Football Record Book, viewable online as a PDF from this page at NCAA.org

contains this sort of information.

I can't seem to bring it up right now but all these NCAA record books have a section for years played, division history, and conference alignment history. It should answer your question. And it's free!

Warning: it's a big file. I recommend downloading the file and viewing it locally.

FIU joined in 2002

http://en.wikipedia.org/wiki/List_of_NCAA_Division_I_FBS_football_programs

it's about 1/3 to 1/2 the way down, it doesnt rank them by year but FIU is the only team in the 2000's to join.

I could be wrong, but I think the newest 1-A team is the Western Kentucky Hilltoppers, who have the best mascot ever.

WKU is transitional this year playing 6 AA teams and 6 A teams.  Next year they will play a full 1A schedule, Sun Belt conference and allowed to appear in a bowl game.
