Gov Abott, the Texas Republican governor, basically sets all the rules for Texas. They aren't going to do any lockdowns. Essentially, everything has been open the entire time. You are supposed to wear facemasks in businesses, except when eating, but I see people not following that every day, and essentially nothing done about it. And San Antonio is not a wasteland. It should be around 80 degrees every day in late March or early April or whenever this tournament is.
