I think we still have some slots left over from our last class and I believe they can be used if we fill up this class.

Besides, it is likely that  a few of our current commits will not sign with us in December, for one reason or another.

For example, some bigger schools might offer them in the interim.

Somehow, these things usually work out in the end.

I'm not concerned about not using all of our scholarships, I'm just amazed that we are already having to take the max into consideration before the season even starts.

USF is not alone in that regard.

The early signing period has forced the hand of many prospects to commit now, because they don't want to get shut out.

If CCS didn't really want any of them, he would not accept their commitment now.

I really don't know. I believe it was expected to be "finalized" in August. So, coaches and players are going on the working assumption that it will happen, even if it has not yet been made official. Perhaps, someone here knows better.
