Do we have a new person filling out these applications?  It seems like we were getting approvals on much flimsier cases in previous years.

I know they are tighter on what they allow and what they don't. He already had a transfer year, but that's not the same. It's a shame, he seemed like s great guy.

If I'm not mistaken, 6th years are the exception, not the rule. And they are really only given out to kids who miss two full seasons as a result of injury.
