As far as I know, once a kid signs he is bound to that school.  Unless that school releases him from the contract.

As far as eligibilty, I don't think he loses a year of eligibilty if he goes to another school

But just a guess.

Has there ever been someone who signed with a school and then went to another school before the semester started and played a sport?  Interesting.
