Thats a little misleading. Only about 1% of all college players get 5 stars and maybe only 2-3% get 4. Math says most will be other than highly ranked. I'd venture to say more 5 stars get drafted than 3 stars as a percentage of those given out.

The more interesting Tweet that I'm too late to look up was something like 35% of players on rosters in the NFL were undrafted. Here's a story on the Seahawks.

Yes. 4-5 stars are way more represented as a percentage of stars given out.
