The Senior Bowl issues a watch list of 400 potential invitees at the beginning of the season. Over the course of the year players are added or removed based upon their performance. At the end of the regular season the players are rated by the Senior Bowl committee and ranked from top to bottom by position. Once this is completed invitations are issued, usually in early January. Any invitations not accepted by the due date will be filled by either the next name on the list or by request of the coaching staffs (selected by the NFL) and/or NFL teams.

 

I suspect that invitations that were not accepted by the due date are filled by requests of NFL teams. The E/W Shrine game probably plays a role as players who were not on the NFL radar or were rated lowly perform above the expectations of the scouts and the NFL would like a second look at those players.

Which means the way you said how players got to the SB from the E/W game was wrong ... Glad you finally saw that.
