I love the thought of turning the area into a high tech business district. My one concern with that: We can't even find enough tenants to build out our research park on campus.

I think he's talking about the empty lots on the corner of fowler/Bruce b downs that are designated for research park construction.

I was thinking of the Research Facilities across from the Engineering Building. They had maybe one or two tenants when I was at USF.

Yes, and they want to build more research buildings in that area. I believe USF hired or partnered with the former Mayor of St. Pete to help attract research companies to that area of campus.
