I haven't been on campus (besides basketball games) since 2004.  Are there still a lot of feral cats on campus?  Do they still do the "trap-neuter-return" thing with them?

Yes they are all over the SVC (Student Services Bldg)... there is even a bunch of crazy cat Bulls that go around and feed them. I get at least 1-2 e-mails a month via USF Talk about someone needing donations to keep feeding them.

Not sure if they catch and release them...

USF purposely keeps some feral cats on campus.  USF spays, neuters, and vaccinates some "good" feral cats and keeps them on campus to try and help chase off "bad" feral cats that show up on campus diseased and general nuisances.  At least that's supposed to be the game plan. Cats on campus hopefully don't attract too many other critters onto campus like coyotes!

since I've been here I've seen coons, possums, cats, skunks, rabbits, and even a deer (over by the meadows)... this place has abunch of wildlife, also having the cats help cut down on the pest infestation.
