Who knows what the implications for his future are, but this can't be anything but a positive sign.  It's definitely better than him NOT being given the offer.  He now has more chances to prove himself, and he just may do so.

The Bears wanted to sign him, and Hall was able to use that leverage to get a $35,000 signing bonus from the Broncos, which is rare for a street free agent. That's the best news for Andre.
