DI Council allows early football signing period and coaches to recruit at camps and clinics, but restricts when and where they can occur.

An early signing period could be coming to college football in December...

On Friday morning, the NCAA voted to approve the creation of an early signing period for high school prospects to sign their National Letter of Intent in December. This new signing period will coincide with the current 72-hour Junior College signing period. Prospects will still be able to sign a Letter of Intent in the current February signing period.

In January, the NCAA DI Football Oversight Committee gave the approval for the December signing period to go to a vote, though they did not approve a proposed June signing window. 

Although the NCAA has approved the December signing period, the Conference Commissioners Association, who manages the National Letter of Intent program, still needs to approve the measure.

The soon-to-be-implemented system will be good for certain types of colleges, but bad for many players.
 
...Teams who are good at scouting and can secure early commitments from prospects who otherwise might be poached from better programs later in the process. The new date means less time for higher-profile programs to flip late-rising prospects. This is a good thing for lesser programs and will likely increase parity to some degree...

Wow.

I've been more in favor of an early signing period in the fall.  December really is going to kill programs that change coaches.  Tough enough to change coaches and gear up for a February signing period.  How do you get kids to sign early when your head coach was hired two days or two weeks earlier?
