Owners should privately finance all new places of business.

Owners should privately finance all new places of business. The should. However, there are plenty of communities that are willing to pay for it. So, often times, your choices are pay for it or lose the team. I'm a Bucs, Rays, and Lightning fan. If any were to leave, I'd just become a fan of another team. Absolutely I would vote to help pay for an OCS. Such a dilemma.

A wise owner will pull together the backing him/her self. Maybe a guarantee or something from the gov would be helpful. It would be an incredible thing and people in the business of baseball know it.
