PA System at the stadium...

Not only is the PA system extremely loud, but it seems like they play commercials/information at every single time play stops.

Example: The team is about to come out on the field at the start of the game. The band is on the field playing, the announcers are giving the starting line ups while playing music!

It also seems like they play music and "come out and see the men's soccer team" commercials over the band playing.

I don't get this commercial, loud PA feeling at away games.

What I'm curious about is if there's some type of rule as to the playing of loud music as the play clock winds down for the opposing team. It seems like Hells bells is played a lot of times almost to the 5 second mark ...
