The thing is Phil does his homework.  He knows with Matt back as a starter for the 3rd year, a more mature receiving corps, and an in-shape Mike Ford, the offense should be stellar.  D is never a problem for the Bulls and they will be fine on that side of the ball.

If the O-Line stays healthy, Phil might have it right.

I know he does his homework but he did have michigan at 5, louisville 7,florida state 8, and penn state at 10. Last year he was off with his top 10

I don't think we're worthy of a pre-season #8 but apparently phil steele does.

Phil Steele, whose 2007 College Football Preview Magazine predicted last year’s meteoric rise by the University of South Florida, is even more bullish on the Bulls’ chances this season.

Steele ranks USF No. 8 in his magazine’s 2008 preseason Top 25, the Bulls’ highest ever preseason ranking. Steele also lists USF as the nation’s “No. 1 surprise team†and a “surprise darkhorse national title contender.â€Â

Two of Steele’s eight sets of power ratings call for USF to go undefeated and six of his eight power ratings predict USF will enter the regular season finale at West Virginia 11-0.

Is the Florida Edition cover with USF/UF/FSU on it different than the Big East/ACC preview?

Evidently in some ways it is, based on what he says on his site.

Supposedly, the regional mags have six pages on each team.

The Florida edition is not considered one of his "regional" mags. It apparently has the exact same material as his other main covers covering "2008 college football," but is much bigger (328 pages) than the regional mags (144 pages):
