I know what it is... depending on your screen resolution or browser size, the rotating graphics/text at the top can change size ... making the rest of the page move up and down...

(For those not savvy on how the web works, imagine that this page is basically a series of tables like in a Word document - or better yet an Excel spreadsheet.  The cells, rows, and columns are various sizes... but if the whole page is wide enough - the cell containing the rotating graphic at the top doesn't change in size... but if you narrow the page, that cell narrows and the height has to change to fit the text/images...)
