The Bulls are never gonna look like a "big time school" because it looks like we don't  take ourselves seriously...  An OCS would make a difference. To the fans, On Television, to the team, to the nation.  "If you build it, they will come."  I believe this... It means that Bulls Football IS a serious force in the Bay area. To ourselves, the BE, and everyone we play. U of M is the only major U in that state.SFF is right... for the most part. The state will not give any general taxpayer money to this.There are two possible sources of state funding. Firt, if USF includes office space and meeting rooms (or event space like the "Big East" room) - then CITF funds can pay for part of the construction. CITF (Capital Improvement Trusft Fund) money is paid per credit hour by students and is allocated every few years by the legislature for non-classroom construction.USF could also lobby the legislature to change the sales tax rebate law to keep a portion of the sales taxes collected at the stadium. Currently the law only applies to professional sports franchises and spring training facilities. Major facilities, like the St. Pete Times forum and Raymond James Stadium get to keep up to $2 million per year for 30 years of debt service.However, that would be about the extent of truly public funds that could be allocated for this project. The rest of the money will need to come from private donations, ticket sales, advertising, personal seat licenses, Bulls Club donors, among others.
