Is the location of the game based on the teams playing determined by their record? If not, how is it decided on whose home court the games is played other than semi and finals which are at MSG.

From the days in which we went I remember the home team being selected by the NIT based on a number of things including arena availability and likely attendance...it was not determined by W-L record.

I didn't even know they where playing the NIT this year.

I think it was changed this year because the NCAA bought the rights to the NIT last summer and changed the bracketing to resemble the NCAA Tournament with seeding and regions and all that. I believe that because of this the first and second round games are played at the home arena of the higher seed.

Correct - The NIT was seeded this year - example was Hofstra playing at St Joes then hosting ODU last night.  St Joes was the 2 seed and Hofstra the 3 and ODU was the 4 or 5 seed
