No. It'was pure extortion by a greedy and incompetent bowl director. USF was right not to pay it.

It was simply an attempt to save a bankrupt bowl as for exposure can anyone name the winner of that game? I know I cannot.

Here is the history of USF's wins over ranked teams and teams in the also receiving votes category.

1999 I-AA Independant,  #21 USF beat #6 Illinois St. USF was ranked as low as #12 that season, but finished #23.

2000 I-AA Independant,  USF beat #10 JMU, #1 Troy St., and #6 W. Kentucky. USF was not ranked that year and not eligible for the I-AA playoffs, because they upped the scholarships to above I-AA levels for the transition to I-A in 2001.

2002 I-A Independant,  #25 Bowling Green (ESPN). USF finished 9-2 and #32/#29 (AP/ESPN) in the also receiving votes and #23 in the BCS standings. Highest ranked team in the BCS standings that was not on probation to not go to a bowl game. The lack of conference affilation hurt USF's chances.

2003 I-A C-USA #26 Louisville (also receiving votes). USF received 3 votes in that weeks coaches poll and then promptly lost to #17/18 TCU the next week.

2004 I-A C-USA #36/41 UAB (AP/ESPN) in also receiving votes.
