I talked personally with Planning about this, and that outline IS a dotted line for an OCS. The rectangle shape structures closer to business are the two new parking garages. The strange dotted like thing to the east is the OCS outline. It is just a "placemarker", required if we are planning on it in the future - shows the Board of Governors that we have looked into it in the past, location can change.
BUT...
no funds have been sent towards an OCS, although, they did discuss using the stadium as "academic" space, a joint use facitlity. Thats how FSU built Doke. Of course they call a golf cart storage room and classrom on the door sign
An OCS is being discussed in places other than thebullpin.com, and I mean in very important places (Board of Trustees).
If I ever hear more, I'll be sure to inform everyone.

On another note, if anyone got mad about the Parking fee hike, it is explained by the Campus Master Plan. It calls for a total of 8 parking garages to be built within 10 years.
Now that many of our research buildings are built, our academic buildings are set to be renovated or new building built. Visual and Performing Arts is getting two new Music buildings and renovating FAH for visual arts for starters (if not vetoed by Jeb).
