Not sure if they factor in students to inflate the number to 44,000, but this wasn't the right time to expand. 3 or 4 years ago yes, but not in the state of flux that they are in right now. They're very excited about Charlie Strong and probably people remember how hard it was to get a ticket during the Petrino years and want to lock in now so they don't get left behind the next time.
