gruden (almost) single handedly dismantled it - even when players like lynch offered to play for less money.

You can thank Rich McKay for completely screwing the salary cap and then weaseling out of town instead of facing the music. He's the guy who, among other things, gave Booger McFarland a ridiculous contract extension during the offseason after the Super Bowl so that there wasn't enough money to pay for Lynch and/or Sapp to stay.
