He should go.  He's accomplished all he can at USC.  If he get's complete control, it would be a good time to go to Arizona.  They have a new stadium, a potential franchise QB (who he knows very well), and a young team in a week division.

I'm not sure he wouldn't see more success with USC.  Yes, they're not as good this year as in years past.  However, when you graduate Leinart, Bush, and White all in one season, you're gonna take a hit for a year to get their backups experienced.  I don't think Booty is as talented as Leinart was, but I think next year will be a better year for USC.  So, I'm not so sure that he leaves USC.

Yeah, its tough to walk away from that kind of package.  Personally, I don't think he'll have the success in the NFL that he's had with USC.  Good college coaches haven't translated into good NFL coaches in recent history, just look at Spurrier or Saban for more info.  I know its a short trend, but it is relevant, because each of them left shortly after winning national championships in college.

Plus, don't forget that he was a mediocre NFL coach when he was there, with something like a .500 record if I recall correctly.  I'm not certain a team's going to throw that kind of package at him.  Might be publicity in order to get a better USC contract... ;)
