If  these guys are true potheads (which the 2 failed tests would seem to attest to) then they won't be much help at all.   :-/

the school suspended him not the NCAA so why would he have to sit out

Rules are if Chambers is redshirted, he will have to sit out 1/2 of next year.  

It's pretty obvious that Ponton and Julmiste will help key positions that are hurting at depth.  Don't overlook what Chambers may do too!  Didn't he have an outstanding year last season returning punts and kick-offs?
