From my understanding, noise makers are illegal.... it is a conference rule. But, I'm not sure.

Artifical noise makers are not allowed by the Big East. Which is why UCF could use them, they are CUSA.

Collegiate Hall was passing them out to use as advertising at the gates.

USF handed out cowbells at  the Bulls v Rutgers soccer game last night.  Then they announced that the use of unauthorized noisemakers was prohibited ;D
